What in particular are you needing help with? The fabric components themselves are very simple.
The parts that I think you're after are the shoulder/cuff sections, plus his gloves and belt?
It depends on two things. 1- How much you're willing to spend; 2- How durable you want the pieces to be. Is this for a one-off, such as a single convention, or would you like to use this a number of times or over the course of a number of years?
You could make the plates out of craft foam if you wanted to go cheap, or something like worbla/wonderflex/sintra if you wanted much more durability. You could make the cuffs from the same method, or use hardened leather.
The plate across the hand, once again same thing. Or you could sculpt it and cast it in rubber.
The belt you could make individual squares, or use leather/synthetic with squares underneath and sewn between each. And suddenly my language skills are going out the window and I'm not making much sense...
