I don't know if you still need help, but this is what I did for mine, which is painted leather but the principle could be used for other materials.
First, your arm isn't a perfect cylinder, it tapers. So I had a friend measure where I wanted the top of the armband to be and then the bottom, and I used those measures to cut my leather. I put down a solid base of white paint (I used Angelus leather paints). I then counted how many blue triangles she had on her armband. I measured the width of the leather a bit down from the top, to account for the dark blue edging, and divided it by the number of triangles I'd counted. I did the same for the point edge.
Now, when you connect these lines, you'll see that they all point towards the center and only the middle triangle is straight. This means that when it's on your arm, they look straight up and down. If you really want to get fancy, bow out the lines of the blue triangles so that they're very slightly curved, but that makes the painting more time consuming and is a very minor touch.
After the blue triangles were painted, I painted the circles on and, when that was dry, used tape to mask the edges for a straight line and put the dark blue edges on. Pop some holes in the edges and set in some eyelets, and it's done!
