How do I make the Persona 4 girls uniform?

Im planning to cosplay Yu's crossed dressed version. But I have no idea what kind of pattern I might need for him. The jacket looks a bit complex. Any pointers, advice, or links?

actually it looks like a middy blouse with unusual details, not a jacket at all. Middy blouses are pretty easy and there are a number of patterns out there from smaller companies and independent designers.
Nothing is impossible, but some things are very expensive.

For me, I would make it like how I would make a Sailor Fuku. And then cheat a little, so instead of making a whole bunch of different panels for the pattern, I would just grab like 1/2" of the fabric after I cut out the pattern and sew to make the obvious 'creases' on the uniform. Can't think of better terms right now, hahaha, forgive me. You can always head to the Persona Forum under the Video Games forum too and ask around to see if anyone has other ideas or see if they had made the same cosplay to give you pointers and what not.
