stiff clothes

I plan on cosplaying as Meredy from Tales of Eternia/Destiny 2.
I'm trying to figure out how to make her collar area super stiff to stay up like in the picture. I plan on using lace for the collar and doing about 2-3 layers of it. Can I use horsehair braid on that part? What do you suggest?

I want to make the bottom half of the dress to stiff out just like that. How would I go about making the bottom half of the dress stiff?

Please help.

Starch. Spray it, iron it, spray some more. Keep at it till it's stiff enough.

For the bottom, I would suggest a short but full petticoat for the top portion of it, starching each 'petal' and running a stiff wire through the bottom hem (make sure there are no breaks between segments - solder them or twist a few inches together to join). Though I'm sure there is a more effective way to do it.

I'd be inclined to make a wire or foam holder for the collar so that deterioration wouldn't be an issue. Look up "Elizabethan ruffs" for examples.

For the skirt, I think a petticoat and / or hoop skirt would be a good solution. If you don't want it to show under the skirt, you could build in pockets on the "petals" and run the boning down inside them. You could even affix that darker grey layer to the bottom/underside of the hoop itself and hide it that way.
