Painting Wellies

So I'm working on a Rikku cosplay, and for the shoes (Reference) I'm think of painting a pair of wellies. Thankfully, the ones I've found aren't big, clunky farmer boots. They're nice and slim, but also black.

So, I'm wondering what kind of paint can be used to paint PVC??? And, will the white paint completely cover the black after enough layers???

Also, not in the reference picture, but I want to put ribbon through the back of the shoe to lace it up there. Will eyelets be strong enough for PVC???

(I'm assuming this is the right section to post in since it is about the fabric of the wellies specifically, but sorry if I'm wrong. Didn't know if shoes classified as accessories or what XD)
