Confetti Dot Fabric as scales?

I'm planning on cosplaying this from Magi and I am having a problem finding fabric to use for the scaly effect. At first I was layering a dark blue chiffon over dark blue satin so it would kinda look shiny but then I realized I would need a stretch fabric. I was thinking of using confetti dot fabric because someone else who had cosplayed her used it too. Do you think confetti dot will be ok or are there any other alternatives? How do I get a scaly effect?

You can get faux leathers that have a snakeskin effect on them. The "scales" are shaped a bit more like scales rather than round confetti. You might have to order it from a specialty place because your local Joann's is unlikely to have anything as fabulous as mermaid-toned faux snakeskin.

You can also add scale effect by painting/spraying over fishnet of the desired scale size.

I could also see a hologram spandex working well for her, as the scales aren't super defined

I'm not sure if we're looking at the same thing, but that looks like it should be quilting to me. They're big, oblong shapes that don't really look 100% like scales - but artistic implications of them. You could put sparkles on top of them if you wanted to, or if you used a hologram spandex (which could be pretty) you could also quilt the big "scales" into it.

I'm actually really liking the hologram spandex, they look 10000x better then what i had thought to use. Could I get this locally or do i have to order online?

It would depend on your local stores and if they carry it. I know that's not a great answer that you are looking for but even stores like Jo-Ann's have differing inventory from place to place and region to region so it's a toss up if you could find this locally or not.
