Costume sewing help, please!

Does anyone have any ideas or know of a tutorial on how to sew a skirt similar to the brown one in this picture? Any help would be great!

The proper term for this skirt would be a gored skirt with a scalloped/petaled hem.
I'm sure if you google for gored skirt you can find some tutorials for it.
The pink part is just draped.

Truly Victorian has a petaled ball gown skirt that might be of help, but I'd try ichigo m's suggestion first.
