Keeping Crazy Pants Up (Mystogan from Fairy Tail)

Hello! As the title entails, I am going to be making a pair of really weird pants worn by Mystogan from "Fairy Tail".

Basically, I need help figuring out how to keep the crazy bell-like pants up. Here's an image where the flare isn't nearly as crazy that may be more do-able.

It's kind of a two-part question. First: how can I make sure the pants keep their flared shape; Two: how can I make sure they don't slide down the leg all day.

I'm not sure if interfacing will be strong enough to hold the shape and I've read about using craft foam or even plastic canvas but not sure how it would work for my situation.

I'd appreciate any suggestions or input! Thank you!

Well i guess it's kinda late, but to hold the shape i suggest using either metal wire like they use with hoop skirts, or plastic rods like you said. To hold the pants up, just follow the design of the costume and have the belts connect to a belt loop maybe halfway down the pants. Puting them all the way at the top would pull them too close and probably make them sag. You may need to wear something underneath the belts that hold up the pant legs.

Since we're discussing mystogan's costume, How are you making the silver piece that wraps around his torso and back? it looks to me it's supposed to be metal, but how would you even get it on ifit was plastic without bending it right?
