Large Light Weight Movable Wings? (Sakura; Tsubasa)

Hi guys! I've got another wing question!

This time I'm making large light weight wings out of chiffon. However these are not normal fairy wings (which I have made before) these are long chunks of chiffon (about 2 yards long 11 inches wide) which hand from the back of the dress in question.

My problem is that I would like the wings to be able to move from the 'down' position as part of the dress to the full spread wings with a simple pull of a string or something like that.

Here is the dress in question. Sakura from Tsubasa. [1] [2] [3]
The 'wings' are the long shall like piece that comes off her shoulders.

I would like them to be able to prop out to resemble wings. It's fine if the ends droop and slope to the floor however I want there to be a good 2-3 feet where they are propped up and look like wings.

So far I have tried 16G wire in many combinations, braided, twisted, 1 strand, 3, 4, etc. It is still too flimsy. However I need it to retain that flimsyness as to not look awkward as they hand from my back in the down position.

In other words, is this possible and how. (:

Could be really hard considering their so long, it's a lot of weight to support.
My best guess would be to get a hold of some thin but strong enough titanium rods/pipes/Beams. That you then can just cover with some of the fabric. But you would need a platform to which you would fasten these with hinges.
Don't know how much experience you have working with metal and such, would say it's quite complicated :/
Then you can just put some monofilament fishing line at the ends of the rods to get them to stand out of your back.

The key here is not the wire but the fabric. Silk will weigh half, or less than half, what your polyester chiffon currently does. And it'll float around in a magical way making the whole costume that much more awesome. Ok! Thanks guys! I'm gonna go to the hardware store today to see if I can find anything that would work with the chiffon (only because the dress is already made of chiffon), but if not I'll look into the silk! Thank you!! (:
