MAGfest: centered around video gaming, tabletop gaming, and music.
Katsu: Anime con.
The location is technically the same, but the atmosphere is a little different.
MAGfest tends to have fewer cosplayers overall, and tends to be more "chill" in terms of the outfits cosplayers do bring to wear. People are usually there to play games or hear a lot of live music (and party it up in the evenings) so if that's your jam, do MAG.
Katsu is where cosplayers from all over the country usually pull out all the stops and show off some of their most elaborate attire. If you like people watching and cosplay contests, Katsu is the way to go-- MAG doesn't even do a costume competition. If you're into con programming, Katsu guests and panels are definitely anime-centric, and don't have as many western guests.
They're pretty similar in attendance numbers (around 20k people), but Katsu definitely feels more crowded because people are out on the floor trying to show off their cosplays. But if you're into people-watching, that makes it way more fun!
TL;DR, they're different cons with different main focuses, so it really depends on what you're interested in doing.
