Pucker/ruffled puff sleeve pattern.

I'm failing at the geometry of this characters puff sleeve that is supposed to be reminiscent of icing sugar pipped out of a bag.

I know this can be done but I'm sure there is more segment to the pattern then I'm understanding currently. I'm pretty sure I've seen it done before for some historical costume but I'm not sure what.

I'm made many or puff sleeves but this one probably more fabric sculpture than a pattern. lol
