I need help attaching sponge like foam to a shirt I've tried every spray glue!

I really need help I've gotten very far with my costume and now I need something to attach a spongey like foam to a shirt. Hot glue is my last resort. Velcro was too weak and all the spray glues I've tried are too weak. Super glue will eat through this foam. I really need quick answers I've got to get this done by Halloween. 😫

E-600 glue has a thicker glue like hot glue would, so it will bind into the pores if you have enough and if you let it sit for 24 hours after you glue it, what you glue is never coming off unless you work at it.
