Dr. Facilier

I. I dont know where this topic goes
II. I want to do a Dr. Faclier cosplay as a female not male version.
III. Here's a pic of him. Any kind of feedback would be helpful.
IV. I don't know where to start so please help.

Well what kind of style do you want?
You could go with his outfit and just tailor it more for a female figure?
His mid-riff baring top works pretty well already for that.
Unless you want to change the design completely.

I want to do a female version of Dr. Facilier too!

I was thinking about how to go about it as well. Sure one option is to take his basic costume and just tailor it to a woman's figure. But, I personally was also thinking of doing something that would maybe incorporate a skirt, possibly tights or leggings, and boots. I don't know, I see a lot of room for creativity, but if you want people to see you and immediately know who you are, you should stay true to original design.

That wouldn't be crossplay. That is gender bent, which is something completely different.
