If you have a clear design in your head but lack the skills to draw it you could always commission someone over at, say, deviantArt to draw your idea on paper. It's not uncommon and I've seen cosplayers go that route.

You could see if there's drawing request threads on other sites, Reddit has many drawing subreddits so you could try there. People may not always be friendly to beggars though so it's typically better to wait and see if an artist offers first rather than asking, unless it's a dedicated request forum.

Another option is doing what some would call a "moodboard." Kind of like virtual scrapbooking, you could just Google things related to your design and save what you like to get a better idea of what you ultimately want. There's tons to look up: feather textures, color saturation for the outfit, different fabric/material types, makeup styles, etc. And there's tons of resources for elves from movies and general art so you're bound to find something you like. And if you end up getting someone to draw your idea it'll be much easier for them to have some kind of reference.

^ Scunosi's "moodboard" idea is super helpful. Pintrest is a great platform for doing stuff like that-- you can just make a board for this particular project, and pin anything that's relevant to things you might want to incorporate in the design.
