Need help with white mage design?

So i've been playing the beta for Final Fantasy XIV: A Realm Reborn, and it's so amazing that it's all I ever think about anymore. That being said, i've decided to cosplay my toon, which is a white mage! The job outfits, though, are a bit deviating from the original designs in the older games, and I'm not entirely sure how to go about doing this.
So the outfit looks something similar to this. Obviously it's just a pleated dress (I think), but how would I get all the red? Not to mention, i'm not 100% positive on what fabric i'd use, and i'm absolutely horrible at painting, so i'm not completely comfortable with the idea of painting it.. Any ideas?

If you have a sewing machine, rather than painting I would try to applique the red sections of the fabric.
if not, perhaps try some crazy iron on decals like the homestucks use for their shirts- but the hood region would be a hassle as it'd be relatively large

as for the red in the skirt portion i would say make it into panels rather than just plain pleats and then iron the 'pleat' look in if that makes any sense

im no good for fabric suggestions ^^;
