Uranohoshi uniform scarf

I want to cosplay Kanan Matsuura from Love Live! Sunshine!! in Uranohoshi uniform but I have some doubts on how to make the scarf:

I've been thinking in sewing two pieces of tropical (the fabric from the next photo, I don't know it's name in English) which is the same fabric I'm using for the rest of the costume, the idea is to make it with clean edges since this fabric's edges tend to fray a lot, the problem is that I'm not sure if it'll fall correctly since it may be a more solid fabric and I'm worried that it could not bend snoothly as it looks in the actual costume.

Next: I'm not really sure if it will take the correct shape around the neck as it looks in the pic, I have serious doubts since I had bad experiences with trying to look it like that when it comes to bending.

Third: Do you know which would be the correct fabric for it? I assume it could be silk but I have doubts precisely about the fraying problem.

You will finish the edge of the scarf with a Narrow hem. Your fabric choice might be to 'heavy" of a fabric but since the little scarf piece is so small it will not matter much.
The slight draping comes from the shape of the fabric. I can't tell you how to actually get that shape over text, except to just "fiddle with it until you get the look you want."
