Open chest crossplay

I'm having a bit of trouble figuring out what I need to do for this character I really want to cosplay. I'm going to attempt a cosplay of Alma Karma from the D Gray Man/ D Gray Man Hallow. He has two forms which I'll post links to (keep in mind I'm on my phone at the moment)
And I honestly don't know what to do with the cosplays.. He has a bare chest and torso if I could get away with taping my chest I would but my bust is too large for it to look somewhat nice, I'm about a size 34 D-DD which is also not all that hidden with my binding shirt. I really want this cosplay to look nice and i'm fairly new to cosplaying (2 years give or take) I have no clue how to do anything fancy nor have the resources for a lot of things.. Here are a few of problems I'd like to tackle first.
1. How and where would I find a skin like thinggy to put over my binding shirt to make it look like I have the look that the character does? (I can and will paint as needed)
2. If I can't find one where would I get the sources to make my own and find somewhere to get instructions as to how I would go about doing this.
3. On version one I'll need to figure out how to do the half head of hair thing..
This cosplay is set to be finished in hopefully mid october.
