Shingeki no Kyojin OC

I've been thinking of doing a OC from a fanfic I'm writing and was wondering how I would do her outfit because every cosplay outfit I find is for a specific character, If I did say Mikasa's outfit and added the cape (Her hair would draw too much attention so she hides it) like I wanted would that work? I'm not sure, I'm still stuck on her hair color because it's important to the story. She is having hetereochromia eyes and naturally odd colored hair (I was gonna say silver but I thought that wouldn't work in the timeline SnK is based in), So I'd like help with picking out parts to make her into the Scouting Regimen without having her just wearing Mikasa's outfit (For example)

^This is how I see her, If you have any suggestions on how to make the cosplay work and what hair color I should have it please tell me.
