from Bleach? She has multiple outfits, but I feel her most distinct costume is when she's in the arrancar uniform.
Or Mai or Ty Lee
(left to right) from Avatar: The Last Airbender? Both are average height and athletic, and they have a plethora of fun and distinct outfits
I think you could make a good Rei
from Sailor Moon too, but since you didn't want Sailor Outfits, you can go as Princess Mars.

I'll admit that my go-to for glasses-wearers right now is Yukio from Blue Exorcist
. He's a great major character who's always wearing glasses.
That jacket won't be easy though, so there's also Kyouya from Ouran High School Host Club
(my old go-to suggestion! lol) He's got an interesting personality too and his uniform would probably be easer to make (though you can buy either online).
Or if you're game for a mainstream fandom and don't mind a wig, there's Kabuto
from Naruto (I think the dude with spiders inside him also wears glasses, though they're tinted).

I think it'd be a good match for your face structure.
from Black Butler is another fun character with a strong jawline. I think he'd also be a lot of fun to play as.

(far right) is a minor character in the Black Butler manga, but she is a fuuuuuny character and she IS reoccuring, so that's a plus. Although finding a good reference is a pain in the ass. -_-
Another one I love as a character is Izumi Curtis
from Full Metal Alchemist. She's very... loud and hands-on. 8D
And while it isn't so much a resemblance, I think you have a presence that would do well for Princess Cornelia
from Code Geass.
OH. And you mentioned Saya. I always say that if you love a character, go for it! A version of her I don't often see done is her pretty dress from before Diva was released.

I've lost about 8 kilos since taking that picture 6 months ago so my face (my cheeks in particular) are less puffy and I have a bit of an hour-glass shape now
Oh and before I forget to mention it I'm looking for cosplays that I can use my own hair for, I don't mind extensions but I rather not have to use a wig
