Okay, I'm a bit confused since I posted a few days ago and nothing showed up but when I posted now it did...
Some suggestions for others first : Star_Samurai: I can see you as an amazing queen amidala /padme , or Belle from Beauty and the Beast and perhaps sailor jupiter. Vavo Natsumi even though this is an older game, the first person i thought of when i saw you was eve from parasite eve along with the outfit being nice and simple  Anyhow, I'm looking for suggestions..I am open to wearing wigs and contacts and dressing as male characters. height: 5'2" black shoulder length hair, dark brown eyes i don't have a pale complexion, but i'm not too dark skinned... i'm kinda thin-ish no wigs, can't dye my hair, and no contacts... |

You might be able to do Sayu Yagami from Deathnote, Kagura Sohma from Fruits Basket or Osaka from Azumanga Dajoh.
Without knowing exactly what shade your skin is, it's hard to tell what characters will suit you EXACTLY. But from what you've described, you can probably pull off most characters, and I don't think skin color is the ultimate trait of any character. Unfortunately, most of the tan-er characters I can think of have very unnaturally colored hair.
