Cosfest will be on 5th and 6th July at Pasir Ris Downtown East if I read correctly.

If it had been 7th of July only, I'll say that your friend is still stucked in 2007. We had Cosfest Part 1 (aka Ngee Ann City one) on 7th July 2007, and the following weekends is the Finale at Pasir Ris Downtown East.
This year, 7th and 8th July falls on Monday and Tuesday. |

That was what was announced a few weeks back and I saw on my friend's LJ. Don't go to the local Cosplay Forums these days unless really necessary as I have retired from Cosplaying.
