Sailor Senshi Skirt- That Flair

Does anyone know how to give a sailor senshi skirt that flair that they have in the anime. The seem to fall at an unnatural angle and all the cosplay i've seen of them they tend to look a little droopy. Maybe some type of petticoat, but do they make them that small?

It depends on the fabric and how you sew the pleats, but you could use fabric stiffener to hold the shape a bit.

I've also heard of using interface, but it would have to be awfully thin. Fabric stiffener would probably be the best choice.

And actually, there is a manga version of Sailor Moon that does wear a lace underskirt/petticoat.

i think a petticoat would do there's one in cosworx that's really small

edit: i'm sorry i think they stop selling petticoats now >.<
