The pants appear to be pleated and loose, and fortunately I own a pattern for pants like that! It's Vogue V8955, view C.

The jacket can be divided into 2 parts: the bolero and the cape. The cape will be the easiest part of all: just cut a rectangle the width and length you want and attach it to the bolero. The bolero might be a little harder, since there are many kinds. But fortunately the popularity of all things vintage has made a lot of pattern companies reprint old patterns and make retro-style patterns, so hopefully you'll be able to find a bolero pattern that looks like it.
