Azula (Avatar) Armor Help
I may be making Azula's CosPlay from the third Season of Avatar.
I just am suck on what to make the armor out of. There are some refrence pictures here. At first I thought of metal, but metal doesn't move in those ways.

What about craft foam? Either painted or covered in fabric - it doesn't look very metallic to begin with.
