Bleach - Ichigo Tentōken


New to this forum, so hope you won't mind me begging your advice..
I'm looking at either making or buying a tentōken (the flying cloak/cape) Yoruichi gives Ichigo in Bleach, in the execution ground episode.
I've found them available with Shinigami robes but I already have these and really just need the tentōken.
Pics showing what I mean are:

If anyone knows where I can buy one of these separately, than that would be great.
If not, any ideas how I could make one? What kind of fabric would be best? How would I go about stiffening the collar etc? Any tutorials on how to achieve this or advice on where to find one pre-made would be greatly appreciated.

premade? there aren't any on ebay i know that for sure
you would have to get it commissioned

something like twill would be a good fabric
use stiff interfacing

Twill.. cool, i'll bob up to the fabric store and see what I can get.

What's stiff interfacing though?
