Oh boy, you can make it from many different materials. Here is a tutorial I found on making horns.

Do you know a way to make a horn out of plastic or some other mostly see-through material? I'm working on a Vinyl Scratch cosplay, and last year's horn was made out of a plastic glass and was way heavy. ><

u could cast it out of clear resing and slush cast it, but it takes some work. you also could prob make a vacuform of it in two parts for a lightly see through material

I love Crayola Model Magic clay. When it dries, it's really light weight and would be ideal for strapping to your forehead or pinning on a wig. I used it in the past for hair accessories and didn't have a bit of trouble with it. It didn't weight my wig down at all.
