I've used cream eyeliner in the past and it worked amazing.

I tried this tutorial but didn't like the glue part. It was practically useless, as well, because you can just paint over your eyebrows with a few strokes, fill in with eyeliner, cover with eyeshadow, and it will do the job even better. Or maybe I did something wrong because the glue peeled off after I had worn it for an hour and it just looked bad. But again, worked just fine without the glue.

This sounds great, and I can't wait to try it, but I do have one question. Does the paint stain your eyebrows, or skin? Should it be washable or does it even matter?

I haven't noticed that it stains. I just wet them at the end of the day, scrub them with soap, and then everything's back to normal, if a bit pink from the scrubbing.

I don't wanna be a downer, but acrylic paint is VERY VERY bad to apply to your skin at all. The red colors can have toxic chemicals in then (which you will then absorb into your skin). If you need to dye your eyebrows, I used a red lip liner after thinning my eyebrows. Or you could try a Mehron body paint product.

But what about if you need a lighter color? It's rare for people to sell liners of, say, pale blonde colors.
I'm not going against what you're suggesting. I'm just curious to know what your personal opinion/solution would be for lighter colors on darker eyebrows.

^ I've used concealer and white cream eye shadow. I brush those through my brows with a disposable mascara wand, then apply a powder product on top. Up close it looks slightly weird, but no weirder than applying acrylic paint to one's eye brows. Here's a tutorial explaining various methods of doing it this way.
