your question seems to be a bit of an oxymoron, could you explain what you need help with?

ah the jacket? The only pattern I can think of off the top of my head would be some kind of ninja/kung-fu halloween costume where you would have to alter the sleeves shorter.

Do you have a pattern already?

i agree hyuu try altering a ninja costume or somthing. >.>

oh and the white pads can b made out of cradbored and just put fabric on it and sew it so the cardbored will be inside the fabric. and then sew it on to the shirt.

oh i forgot there were pads there. For that i'd suggest cutting out some fabric in that shape and putting really thick interfacing on the inside as opposed to cardbord so that way you can bend it easier and it will still hold up.

It looks like a modified gi. Here's an expensive pattern:

You can no doubt find one cheaper on ebay. I'm also pretty sure that all the major pattern companies have simplified costume ones.

You'd have to add the cuffs to the sleeves and the shoulder thingies. And hyuugafied is right. Heavy interfacing > cardboard: it's more flexible and you can wash it.
