Okay, so I'm getting ready to start a new costume. But I've never done one quiet like this so I was wondering if maybe someone might know how to help; That or is there anyone that you know that I could commission to make the costume?

So as the title states the character is Shino from Hack/Roots. I was planning on making her black outfit using the images of the white one as a base since they're practically the same minus color.

But my questions were:

1.)How would you go about making the shoes/stockings?

2.)How would you attach them to the bottom of, I'm guessing it's a skirt because thats what it's always looked like to me.

3.)How would you make the hat? In that particular size at least so that it stays on.

4.)And what kind of materials should I use and or not use?

Umm, we have a .hackers thread in the video game section.
You could probably ask what you need there and someone may be able to help. One person just recently cosplayed as atoli at otakon, which isn't very different from shino =P.

For the shoes, get some black highheels and put something like fabric or construction paper on it for the trianglebits. The stockings, you can use regular tighhighs (I did, I'm lazy) or use some sort of light stretchy material and pin it around your leg like a boot, but this is something that's hard to just explain, and hard to do too.
They attach to bloomers that are under her dress actually, to make those poof they need to be pretty large and then put an elastic in the waistband and in each leghole's bottom, or just gather excess fabric together (like pleates kind of) and sew it at each band (waist and legs). To attach the stockings to the bloomers, you can just sew a ribbon or elastic on the front and back of each leg or use something like garterbelts.

Fabric you shouldn't use is satin, silk, the shiney ones. I'd suggest a cotton or something similar, I don't remember what I used for mine. It was on sale and looked good, that was all I needed to know xD

I've made both Shino and Atoli, and made the hat 3 times so feel free to pm me if you want to ask me a question or anything I'd be glad to take pictures of bits and pieces if you don't get my bloomer explanation (which could easily make sense to me only xD) or anything else too.
