help with original pleated skirt design/ fabrication

as the title suggests, i'm having trouble with an orginal pleated skirt design i've been using as a practice piece for my upcoming Nia from Gurren Lagann project. i'm using thisstep by step but i'm stuck at steps 6/7, pinning the skirt to what this person refers to as the 'miniskirt'. but at this point in the tutorial grammar fails her (something i'll bother her about later) and it quits making sense. so, any idea what i need to do from here? explanatory doodles would help too

What she calls a "mini skirt" is more commonly known as a yoke. Where, exactly, are you stuck? It looks like what she's done is sewn her pleated length of fabric into a tube, overlapping the first and last pleat, then pinned that to the yoke and stitched.

pinning it to the yoke, which i just figured out i only want half the length of XD. the pinning is driving me up the wall. should the top of the pleats be overlapping or something like that?
