penguin suit help?

i'm considering making chiyo-chan's penguin outfit from azumanga daioh, but i would like to ask advice on how to make a skeleton of sorts, to keep it open enough to walk normally in, and keep it as light as possible for comfort

plastic coated wire, available by the foot or yard or whatever at your local hardware store, is excellent for skeleton-ing anything, and because it's coated it won't go piercin' your fabric unnecessarily. don't know what to do about making it look properly 'inflated' though. hope i could help

I'm trying to make this too. If anyone's made the cosplay explain your methods!!!!! I've been thinking about making a hoop-skirt-type-thing that hangs off my head. I'm pretty bad at explaining things.... If anyone sees this post please ask for clarification.

Those are created with a foam suit underneath the full body suit. Two separate pieces. 2" thick upholstery foam is substantial enough and sculptable enough to create all kinds of shapes, while not smothering the wearer. It's the staple material of mascot making.
