Characters from Victorian themed anime/manga?

So, I would (at some point) like to do a cosplay that's actually based on an anime or manga character, and I think I would have the most fun making and wearing something that had a least a little Victorian flair (yes, I'm obsessed). Does anyone have any suggestions for shows and manga I should look into? I know of Emma: a Victorian Romance, but are there others? Steampunk suggestions are also welcome.

Kuroshitsuji is what I was going to suggest too.

Metropolis, the anime version, has a steampunk theme.

I would highly suggest the Cain Saga and Godchild. They are straight out of Victorian England...and awesome to boot!

Kuroshitsuji definitely, it's set in Victorian England, so win win all the way.

I was actually about to suggest that. Hakushaku to Yousei (its Japanese title) is actually based in Victorian England <3

Kuroshitsuji works too...

Pandora Hearts is more of a pseudo-Victorian setting, the outfits were probably inspired by Victorian clothing, but definitely has its own fantasy twist on it.

D.Gray-man has somewhat of a Victorian setting, but unless you're cosplaying Miranda in that brown dress during the Rewinding Town arc...the main characters don't really wear things in the style you would be looking for. Well, I guess Allen does for casual wear...
