How do you make a top hat?

As the subject title asks. I going to cosplay as Trucy Wright and the Amazing Mr. Hat from Apollo Justice and they have a very specific color hat. I have to make two of them because the hat for mr. Hat's needs to stay on his head at all times. I was thinking card board, but i don't know how i'd be able to make it round without it looking bad. Help please? T.T

In the past, when in a pinch, I've made a hat from a cardboard skeleton covered in gaff tape for durability then fabric over that.
