Cage Skirt thingy...for Vocaloid

Okay, heres my problem. I'm working on a budget and have almost all of Dark Woods Circus Miku done, except I can't figure out how to do her cage skirt thing. I'll post pics, If I don't get any fabulous ideas I'm gonna be forced to try to do it with paper mache...Don't want to do that.

I would think you'd be able to make the cage part with leather belts, with buttons at the areas where the belts intersect each other. (You can find cheap belts at thrift stores.) To make the skirt poofy underneath, you should use a crinoline or full skirt made of netting. Perhaps a Square Dancer frilly underskirt would do.

Oh, I have the skirt handled. It's a modified (meaning just used the fabric at this point >.<) Wedding skirt.

I do like the idea of the belts, but how could I get them to stay stiff? I don't want the cage flopping everywhere.

I'd go with plastic boning to do that. It's cheap and designed to stay stiff.
