Would this be considered a fursuit?

I reaaaaallly want to cosplay as Totoro from my Neighbor Totoro. I wanted to make him chubby as in the movie, chubby arms and stomach. My initial idea (as I'm no experienced cosplay maker) failed miserably. If I wanted to commissions someone for this, would it be considered a fursuit? And who does fursuits if so?

Yes and no.

By technicality of it being an anthropomorphous character, it is. BUT, because it is also overly large and based off of a licensed character, it is also a mascot outfit.

You might want to check out this thread on fursuits and mascot costumes.

Additionally, you might also want to google Fursuit comissions as well and take a look at what is out there.

Keep in mind though:
