Suggestioins for "mareep wool"

All right, I want to make a Mareep cosplay. Mareep is a pokemon, it's super cute, lovely, and fluffy. It's designed after a sheep, and it's entire body is covered in wool. I plan on making a romper for a full body coverage look, and then just wearing blue tights. I would love your suggestions for an optimal fabric for the wool. If possible, please suggest a fabric that has these qualities/attributes:
  • inexpensive
  • has a wide selection of colors
  • easy to sew

Also, does anyone have a technique I can utilize that wold make it look puffy? Are there any methods that don't involve stuffing it like a plush toy?

Maybe fleece with scalloped hem/seams and large swirls sewn into it from the edges?

If you line it, you can also use cotton batting (flat-fiber fill designed for quilting) and the stitched swirls would have an even greater 3-d puff effect.

Your attributes are really hard to go by, since the only thing meeting all of those is well..broadcloth. Fleece on sale though can be found for $4-5/yard

Have you ever made a pom pom? I reckon you could make some fairly large ones from fluffy yarn and sewn them all over the romper. If you use wool meant for spinning/needle fleting you could really make some fluffy puffs:

Making a rug, similar idea for sewing them to the romper.
