[Consort Night]

Ok, I'm thinking about doing a cosplay of Stephanie from Lazy Town, I've looked for other topics about this as well but none seemed to give me much help, or any good suggestions, so I figured I would try and post and see what happens...

Anyway, I'm just stuck on how to go about making the dress for Stephanie

I'm not sure whether it would be better to cut up individual stripes and sew them all together to make the dress, or sew stripes onto a dress.

Any suggestions on the best (and easiest) method? And also, someone mentioned something about bias tape, would that be of any help towards the stripes? How would I go about using it?

Any help would be greatly appreciated. Thank you!
