You can open it in GIMP [gimp.org] if you don't have photoshop as it was designed in layers to simulate a three-dimensional build. In the design, the backing and rails as well as the guiding pegs are wood. The segments can be either wooden dowels or PVC. The stopper could either be screws or, again, wooden pegs.
Now when the string is pulled, it pulls the segments upward and stops at when the stopper is reached as illustrated in wingDesign_RailSystem_Extended__201007271205.psd. At the very same time, as the segment extends, the string attached to the upper segment is pulled tight and raises the upper segment skywards. When the string pulling the lower segment is released, the weight of the frame pulls both the upper segment and lower segment down.
Granted, this movement is almost unnatural but then so is a whole lot of creatures and beings that exist in the animation and comic world. However, the final effect of the moving wings is the Y shape in which you're looking for.
