LOL moms. Sometimes learning from mom isn't always the best way, mine is very set in her ways of makeup application and they certainly do not work for me.
If you're a visual learner, Youtube has a ton of videos you can watch and see people apply makeup. A lot of people like Michelle Phan's tutorials - she does a lot of themed makeup tutorials but there are plenty of other great tutorials on youtube.
This site has some great tips about basic makeup, how to buy, and how to apply. I think it's good information for beginners, but it's text-based with few visuals. Basically this site has is pretty much what I'd say. Makeup really is about experimenting and finding what works best for you in terms of colors and techniques.
There's also a sticky in this forum for makeup tips/tutorials. It is geared for more specific advice such as character or special effects makeup rather than "How do I apply basic makeup" but helpful nonetheless if you're going for something specific.
As to your troubles with eyeliner, it simply takes practice and a steady hand to apply it neatly. It's easier to use eyeliner pencils or eyeshadow and an eyeliner brush to get the job done. Liquid eyeliner can produce great effects but applying it neatly takes even more practice than regular pencil eyeliners.
