Help needed on Making of Silent Hill Nurse Mask

This will be my first attempt at making a cosplay. I was wondering if I should attempt to make the mask out of paper mache or latex??? I don't mind re-doing it if I mess up, but a good mask is a must!

Any tips you might have would be welcome.

Got a good bit of info here if you want it

Silent Hill 2 Bubble Head Nurse:

Silent Hill Movie Nurse:

Also I think the movie masks were made in two parts. One was the strangely shaped main section of the front of the face and the rest was some sort of spandex/latex hood that they wore over thier heads that was painted to match the skin and front of the mask.
