Ciel Dress
I'm looking into Cosplaying "Trap Ciel" -THIS and since I have ZERO sewing skills, I'm looking into buying a costume off of ebay. The one thing I'm not sure about is if these premade costumes come with material that makes it poof out or if I will need to buy a hoop skirt separately.
As a sidenote, I'm curious is to what binding method work best for this. Thanks.

ive bought the dress from tokyo_frontier on ebay (absolutely gorgeous, fairly accurate and so well made) and it came with a hoop skirt, not the most amazing one, but it did its job.
