I've seen a few Shepards made of sports gear, but that can get really pricey. If you're willing to build your armor from scratch there are a couple of methods.
One is building from pepakura paper designs. This technique is used by the Halo cosplayers and they print out the armor designs on cardstock, fold and glue the pieces together and then resin the complete piece. Theres a lot more that goes into it, I'm over simplifying this. 405th.com has a lot of helpful threads on how to get started, and there are a few files for the N7 armor
Another is building foam armor. EvilFX has a great tutorial on how to get started. http://bioweapons.wordpress.com/
go back to his earliest entries, he talks about the tools he uses and how to get the right shape of the armor. This is probably the easiest, cheapest, and nicest looking way to make the armor.
Kind of like the foam armor, you can make wonderflex armor. I did it for my Femshep but after seeing EvilFX's work, I don't care for it too much. I have a mini tut here

But yes, some nerf guns and water guns can vaguely resemble the guns in the game
