Bellossom Costume

A bunch of my friends and I are dressing up as Pokemon for Halloween (and these costumes will probably be reused for cons). I'm dressing up as Bellossom, but I'm not sure how to make the flowers on the side of the head. I want them to be 3D (i.e. not flat) and about the size of a dessert plate (if that makes any sense). Does anyone have any suggestions?

Also, I'm making giant individual petals (that will be sewn together) for the skirt and I want them to have some shape to them. I don't just want them to fall flat. I want to make them stiffer, somewhat. Does anyone have any suggestions for that as well?

Foamie sheets might be a good way to go- cut out the individual petals, create a cylindrical shape for the stalk, and glue or even staple the petals around it-- then anchor them to a headband.

Does anyone know how to get the effect I want for the skirt? I want something similar to the effect in these dresses with each individual piece having its own structure, so to speak, but I don't want to have a hoop skirt, like those have.
