The simple answers is fat will settle wherever it feels comfortable to. There is no way to loose fat just here. However loosing weight prior to February is a more than realistic goal if you pull out all the stops. I suggest looking into my nutrition page (just click the what to eat link in my signature), and look in the thread directory for my beginner's workout page. When you become more fit as an individual, your body will start making all sort of changes, if you start eating healthy, eventually you will crave healthy things. If jog every day, you won't run out of breath as easy. Likewise when you start to loose bodyfat, your body will learn to shape itself.
