sock garters, garters, sock glue...
A regular glue stick will likely damage your stockings (staining)... especially if the glue isn't water soluable. Only ever put adhesives on clothing that are designed for use with clothing.

As the others said, sock glue (NOT a regular glue stick) or sock garters. Sock glue is cheap and works quite well.
Though, I would worry about having tights that you've cut, as tights tend to run quite easily. You might be better off investing in a pair of thigh-highs. |

A friend I know used some kind of costume tape to keep her on tights where they needed to be.

Two sided fashion tape; i usually use it to keep pieces of clothing to my skin instead of you know, hanging off of it instead. You can stick it to the inside of the inner lining of the stockings and then stick it to your skin. Good luck to you!
