I went to my local Tandy Leather store and asked them how to make it. They gave me a ton of really great advice and set me up with everything I needed. I'd suggest you do the same, if you can.

Basically, it involved buying a large piece of "belly leather" (very thick) and cutting it to shape for the larger part of the belt. I then dyed it (very easy). Then I cut smaller sections for the two flaps on front and the large one on back. The actual belt running through it was also bought at Tandy leather.
