Making it would not be an easy task if you do not know how to sew, its a lot of ruffles and details, just the fabric roses alone would be quite a bit of work. I suggest buying on line, like on ebay or google search and see if there is one that you like and fits your budget. To be honest, the price on the dresses is not bad considering how much material it takes and you would have to buy just to make it. If this is your first cosplay, I recommend something more simple, I love Ciel and even this cosplay is on the more advances side for me.
