Well i finally decided and i am going to be France from hetalia soon!
Sooooooooooo what should i do for the little stubble he has on his chin? Should i just like draw it on or something? I know i know it's a stupid question...

I wouldn't draw it on. Get some crepe hair and apply it with spirit gum, then you can trim as needed. You'll have to reapply it every time, but you shouldn't need a lot. You can get crepe hair on ebay or the internet and spirit gum the same places. Crepe hair comes in a braid, usually in 1' or 3'. I think for as little as you'll need for stubble, you could get away with just getting a foot of it, but if you got the 3' you'd probably be set for life unless you waste it.

Ah! What a splendid question! France is my main cosplay, and as such, I see this problem a lot. We were trying to figure out, a few months ago, what to do about this same problem. You have a few options.
1. Is to follow the wonderful advice given above by belligerent. 2. Is to buy a make up brush or paint brush, cut off the very ends, and use that plus spirit glue to create a sort of stubble. 3. Is my personal choice. Because in the series, France's beard looks...not real, I chose to draw it on with liquid eyeliner pen. It's a wonderful thing, actually, and really manages to stay on! You can get some for $2 at a local Walgreens (by all the cheap make up). Start by your chin and draw upwards, so get the tapered effect that his has. Also, most of the local Frances (we have a giant Hetalia group that meets up quite frequently) use brown, but if you look at the anime or manga, it's really black. In the end, it's your choice.
