It has to do with the energy conservation rolling blackouts and reduced train schedule. My university canceled class until the 28th for the same reasons. The electricity going out for 3 hours during the middle of the event would be rather bad. Plus trains are running in reduced numbers to further conserve energy, which limits access to Odaiba since parking blows even if you do have a car.

Not to mention it gives them an easy out of the Boycott issue.

No official word on Anime Contents Expo yet, although it has most likely also been canceled. The government is really pushing for energy conservation on the Tokyo/NE Honshu power grid so I imagine it will be canceled. Plus they'll probably decide the timing is to close which could be perceived poorly.
