If you want to make it yourself~
a light weight model material would be perfect for the claws. I knwo some people have used model magic. The mask you can do comehting similar and use a modeling material I would suggest making a cardboard mock up of the mask first and then use paper clay or something similar to cover the cardboard. Contacts you cna find all over the web just be sure to see an eye doctor first so they can teach you the proper way to put in contacts and tell you what size you might need and if you need corrective contacts. The gear thing over the eye cna be made the same way as the mask, but make sure it is light so you can use wire or something to hold it a little ways away from your face to give the effect of it floating.
If you want to commission it~
Find a commissioner. Depending on budget and deadline a commissioner might be your best bet and heyw hat do ya know I am a prop comissioner. ^-^
